Council Member Kupin moved that the Rule amendment be adopted as substituted, which motion was properly seconded. Council Member Suara moved to defer the Rule amendment, which motion was properly seconded. After discussion, Council Member Suara withdrew the deferral motion. After further discussion, Council Member Evans called for the previous question, which motion was seconded and approved by a voice vote of the Council. The matter recurred on the motion that the Rule amendment be adopted as substituted, which motion was seconded and approved by the following roll call vote:4/7/2026
